Display Energy Certificates show the carbon impact of a building and display it as the Operational Rating, this helps the public see the energy efficiency of a building the visit.
Based on the actual energy consumption as recorded by gas, electricity and other utility meters. The DEC must be clearly displayed at all times and visible to the public. The DEC is accompanied by an Advisory Report that lists measures to improve the energy rating of the building.
Display Energy Certificates are required annually for buildings with a total useful floor area over 1,000m2, occupied by a public authority or institution providing a service to a large number of people and visited by them as customers. They are valid for one year. The accompanying Advisory Report is valid for up to seven years.
The requirement for Display Energy Certificates came into effect on 1 October 2008 but has been updated in 2013 to include building over 500m2.
By measuring actual fuel consumption annually and comparing this with previous years use, improvements in the operational rating can easily be identified.
